Noem’s tenure included Trump’s disastrous military-style occupation of Minnesota. Although devoted to Trum, Noem was mired in executing his flawed initiatives and bumbled with explanations and also bad judgment. Trump tried cushioning Noem’s ouster by appoinying her “special envoy for The Shield of the Americas” — an agency tjat nobody had ever heard of.
