WINONA, Minn. — Police talked an apparently suicidal man to come down from a railing on an apartment building, where he had climbed. He was taken to the hospital for psychiatric evaluation. This was about 9:35 a.m. in the 300 block of West Howard Street. Police quoted the man that druggies were hacking his phone and following and harassing him.
