WINONA, Minn. – A Winona man, Donovan Cole Chandler, 36, was referred to the county prosecutor based on a report of violating an order for protection. The person who obtained the restraining order said that Chandler had been driving by her residence in the 1100 block of West Broadway Street a number of times on his motorcycle. The petitioner added that Chandler would occasionally slow down and stare.
