WINONA, Minn. – Police arrested Jason Theodore Tyrmopoulous, 43, of Winona, in his car at the Sioux Street railroad tracks after another vehicle had been struck nearby. His car had stopped running. Police referred Tyrmopoulous to the county attorney for driving while intoxicated, refusing an on-site drunkenness test, and driving off from an accident. The arrest was about 4:30 a.m.
