WINONA, Minn. – A Madison, Wisconsin, man, Ryan Philip Pundt, 32, was arrested on suspicion of drunken driving at the Prairie Island Spillway. A blood-alcohol content of 0.10% was recorded, police said. The law allows driving only with less than .08. The arrest was about 7 p.m.
