WINONA, Minn. – An 18-year-old man fired several shots at another man who was chasing him in a car, missing every time, after a fight Wednesday evening in the Maplewood apartment complex on the far West End, police said. No one was injured. About 7 p.m. police were called to Seventh Street and Druey Court about a fight and gunfire. A witnesses said that Kasius Jehmier Starks had fired a gun at the second person. Several witnesses said that he then ran into an apartment. Police said they found Starks hiding behind a furnace in the basement with a .22-caliber gun nearby. The next step in the legal process: The county attorney will need to consider police recommendations for charges of second-degree assault, reckless discharge of a firearm, and being a felon in possession of a firearm.
