WINONA, Minn. – Local business affected by Gov. Tim Walz’ stay-in-place order are eligible for $6,000 in loans. Lucy McMartin, director of Winona Economic Development, said the loans are bridges to carry over restaurants, bars, and other small businesses until federal and state grants come through. The program was created by the Winona Port Authority, WNB Financial, and Merchants Bank. Each contributed $50,000.
