WINONA, Minn. – An Oconomowoc, Wisconsin, man, Charles William Moore, 20, was cited for drunken driving near Huff and Howard streets in the Winona State University neighborhood. Police said they had stopped Moore about 1:15 a.m. for driving without his headlights on. He then tested for breath-alcohol content of .13% the complaint states. The legal max for driving is .08%.
