GOODVIEW, Minn. – A St. Ansgar, Iowa, man, Emmanuel Cruz Rosado, 31, of arrested and referred for drunken-driving and and for speeding on Highway 61 east of the Winona city limits near Bundy Boulevard. The arresting officer said that Rosado was pulled over for going 93 in a 65-mph zone. The arrest was about 10:50 p.m.
