ST. PAUL, Minn. — A new law, effective Wednesday, allows cash-short Minnesota diabetics who need emergency insulin to get the drug at a huge discount.The program is part of the Alec Smith Insulin Affordability Act, which the Legislature passed in April. Diabetics with only seven days of insulin available can get a 30-day refill for $35 max.
