WINONA, Minn. – Police spotted an Illinois driver crossing the fog line and swerving near the Visitor Center grand entrance to Winona on Huff Street. They pulled him over a mile farther at Huff and Fourth streets. There they said they figured out the bizarre driving: Bloodshot and watery eyes.
