WINONA, Minn. – Seasonal mud has forced the city Rec Department to close Sugar Loaf Trail and all other hiking trails in Bluffside Park. Using the trails in their current state could cause further erosion that would require perhaps extensive repairs, the department said. Rain predicted Tuesday and Wednesday won’t hasten the drying out.
