WINONA, Minn. – A Winona man, Zachary William Mattison, 32, was arrested after police happened across a woman who said she was the victim of a domestic flap in the 250 block of Sebo Street on the Far West End. Police, in the neighborhood on another matter, said woman reported being assaulted by a man who then locked her out of her apartment. The woman said the man had grabbed her and squeezed. She said she fled. Indeed, police said, she was bruised. Police located Mattison, who, they said, described the incident as “probably” only a verbal argument. When he failed to elaborate on what he meant, Mattison was arrested and jailed. This all happened about 1 a.m. Due to prior infractions, a felony charge of instilling fear and harm was recommended.
