WINONA, Minn. – Police arrested a LaCrosse man, D’artagnan John Paul Lomen, 19, after traffic stop that they said became confrontational. Officers recommended charges of driving while intoxicated, refusing a blood-alcohol test, and obstructing the legal process. The arrest, about 12:15 a.m., followed a in a hit-and-run with another vehicle on Birch Boulevard in the Big Valley Ranch neighborhood up Pleasant Valley.
