Apartment project. Crews have begun excavating for a new five-story apartment overlooking the Mississippi River. The 63-unit building will be squeezed between a Union Pacific industrial railroad spur, the Burggraf Ace hardware sore, and a multi-tenant structure that houses the Winona Ambulance Service.
