WINONA, Minn. – A Winona woman, Josephine Elizabeth Berger, 20, was arrested on suspicion of drunken driving. How drunk? She declined a field-sobriety test. Charges were pending the results of a jail-house blood test. The arrest was near Sanborn and Harriet Streets about 1:20 a.m.
