WINONA, Minn. – A Winona man, Steven Edward Ronkowski, 63, was arrested on suspicion drunken driving on Highway 61 at Vila Street,across from the Dahl car dealership on the West side. Police said Ronkowswki had a blood alcohol content of 0.17, more than double what’s legally allowed. The arrest was about 5:30 p.m.
