INTERNATIONAL FALLS, Minn. — Governor Tim Walz activated National Guard troops to help control record flooding in the Rainy River drainage along the Canada border. Docks and boathouses on several lakes have been damaged. Local crews have had a hard time keeping up with sandbagging as water rises from heavy spring rains and rapid snowmelt. Rainy River headwater flows are higher than record highs in 2014 and 1950.
