WINONA, Minn. – A St. Charles man, Caleb Christian Bahr, 18, was cited for a noise violation ata party in the100 downtown block of West Third Street. Police reported counting at least 10 partiers, which exceeded city restrictions intended to slow the spread of COVID-19. Police say distancing and masking mandates were not being followed. The bust was about 2 a.m. For days there had been warnings from Mayor Mark Peterson that a party crackdown was coming because of coronavirus concerns. The warnings were amplified in messages targeted at students from college administrators.
