WINONA, Minn. — Winona County’s emergency management director, Ben Klinger, has withdrawn from the race for sheriff. Klinger said that the two other candidates, both sheriff’s office veterans like himself, are “strong” contenders. Klinger also said that now isn’t the right time to put his family through the rigors of a campaign. Meanwhile he’s still wearing his second hat as part-time mayor of suburban Goodview;
