ALMA, Wis. – The judge likely to preside over the missing-body murder case against Randell Merrick is Thomas W. Clark of Buffalo City. Thomas was elected to a six-year term as judge for Buffalo and Pepin counties in 2018. Buffalo County, with 13,000 people. is one of the least populous counties in Wisconsin and shares a judge with neighboring Pepin County. Before his judgeship Clark had been district attorney of Buffalo County. Earlier, since 1989, Clark had been an associate at Hartman & Duvall in Alma. He holds degrees in social work from the University of Wisconsin-Madison. He was graduated cum laude from Hamline Law School.
