MINNEAPOLIS – A police officer who enraged the Minneapolis Police Department for saying it had a “toxic” culture was tracked down and punished. The characterization appeared without attribution in the magazine GQ in June. An internal department investigation pointed to officer Colleen Ryan, who admitted to being interviewed and doing so without permission. The letter of reprimand, in December, surfaced in public disciplinary records that a judge released Friday. The judge is presiding over a human rights investigation into the department.
