WINONA, Minn. – A Richland Center. Wisconsin, man survived a single-vehicle accident on Highway 61. The injuries to Jesse Edmund Shields, 37, were described as non-life-threatening. Tge State Patrol said that Shields e was northbound when he lost control of his 2008 Saturn Astra about 8:10 p.m. He was passing a motorist on the right shoulder, the Patrol said. The car crossed the northbound lanes and rolled into the median. The State Patrol said Shields was not wearing a seatbelt. The sheriff’s office said that Shields had passed a deputy at a high rate of speed two miles before the crash.
