WINONA, Minn. — A Winona man was arrested and accused of stalking after a note was left on the windshield of a court-protected person. The note was on a car in the 1650 commercial and residential block of West Fifth Street. Michael Richard Zeller, 39, was accused of a harassment in violation of a judge’s restraining order. Also, police said, he was reported to have tried to pass a note to the protected person through a juvenile and also texted the person. The arrest was about 7 p.m.
