MADISON, Wis. – The state Natural Department is seeking public help to identify black bear wintering dens for a study on bear reproduction. Data are for an eight-year study on whether raiding garbage dumps and trash barrels affects cub survival rates and litter sizes. When dens are located, game wardens will tag mother bears with GPS collars to learn about foraging behavior, litter frequency, litter size, and the survival rates of cubs. Reporting form.

Military training for northern climes
LACROSSE, Wis. — A joint-campus military training battalion, the ROTC Eagles based in LaCrosse, won a 17-mile march through Hixon Forest trails and pther events in the annual Northern Warfare Challenge. Some events were at Fort McCoy, including rifle marksmanship and hypothermia treatment. The event was un February.

Severe injuries in crash near Iowa border
LEROY, Minn. — An Iowa man was severely injured when his car and a truck collided near the Iowa-Minnesota state line about 2:15 p.m. Josh Allen Bartels, 81, of Cresco, was taken 40 miles to a Rochester hospital. His injuries were described as life-threatening. The accident was nine miles east of LeRoy at the Highway 63 and Highway 56 crossing. Bartles was eastbound in a Chevrolet attempting to turn left. The truck driver, Juan Carlos Rodriguez. 39, of Dallas, Texas, was unhurt.
Masseuse denies client fondling charges
SPARTA, Wis. – A Sparta massage therapist, Ethan Karls, 31, pleaded not guity to three felony counts of sexual assault. Karls was charged last year with touching, grabbing and fondling women clients as far back as 2020. .\Until the cases are settled, his state license has been suspended Karls’ massage license.

Police fire rifle, taser; knife-wielding man dies
ST. PAUL, Minn. – The state crime lab released body-cam video of a fatal police hooting during an arrest attempt two weekends ago. The video shows two police officers — Abdirahman Dahir armed with a rifle and Noushue Cha with a taser — in a n apartment hallway as Yia Xiong is in crouched attack pose and pointing the machete with a 16-inch blade at them. The officers open fire. The video remains subject to further scrutiny while the state Bureau of Criminal Apprehension continues its investigation. The officers had responded to a report that a man with a machete was threatening children with a machete. Witnesses said the officers commanded Xiong to stop and drop the weapon. Instead, they said, he went into an apartment. When the officers opened the door and yelled again at him to disarm. Xiong pointed the machete at them. The officers, each with a year of police experience, have been placed on leave until the case is closed.

Booze blamed in pickup-car crash
ROCHESTER, Minn. – A Rochester man was charged with criminal vehicular operation for a traffic crash last week near Apache Mall. Neil Leroy Krieppner, 66, drunk when his pickup crashed into car when he attempted to make a left turn. Two people in the car were injured
Homeless ordered out of LaCrosse park
LACROSSE, Wis. – Mayor Mitch Reynolds has ordered homeless people to pack their tents and leave Houska Park by March 15 so city crews can clear out litter and accumulated waste . It’s believed about 100 people have spent the winter camping at the park even though the city has offered other accommodations. The city tried closing the park in October and even turned off power and water – but with only partial success. The park is south of downtown on the Mississippi River.

LEWISTON, Minn. – Robert Donald “Bob” Franzen, 84, of Lewiston, a foreman at Fiberite in Winona until 1973, when he bought a farm near Lewiston, died at Gundersen hospital in LaCrosse. He grew up in Lanesboro, then Fremont. He delivered papers on a rural route.

Hy-Vee catches cheats, ends employee discount
WEST DES MOINES Iowa –Because of fraud and abuse, the 285-store Hy-Vee grocery chain has cancelled its employee discount program – at least temporarily. Georgia Van Gundy, executive vice president, said the chain is rethinking the fringe benefit to make it fraud-proof. In the meantime, no 10% discount. Gundy cted these abuses:
> One employee’s fuel-saver account was used in five different states in the span of one hour.
> Another employee made large purchases and resold the merchandise for profit.
Rushford fire force 1/6th short-handed
RUSHFORD, Minn. – At full muster the volunteer Rushford Fire Department, has a roster of 30. But not now. The roster needs five more volunteers. In a KTTC interview Fire Chief Chad Rasmussen said thyat finding volunteers for anything is hard these days. Rasmussen said he’s never seen such lack of new signups in his 23 years with the department. He’s planning a recruitment project for summer. The four-engine department responds not only to fires but also to medical emergencies, car wrecks, rescues, and hazmat incidents. It’s on call for neighboring fire districts in Houston, Lanesboro, Lewiston, Ridgeway and Wilson.

Clinic offers mid-level mental health care
WINONA, Minn. – Winona Health announced the creation of a a new mental health unit to fill the gap between regular psychiatrist or counselor visits and 24-hour inpatient care. It’s called “intensive outpatient care.” Participants meet three or four times a week, two to three hours at a time, for individual or group therapy. The program is geared to disorders like depression, addiction and eating disorders that don’t need detoxification. “It’s an option that allows people to get the care they need while also maintaining their day-to-day activities,” the announcement said.

Wicked two-wave storm heading our way
WINONA Minn. — A major winter storm is taking aim at the Upper Midwest starting Tuesday evening with 12-inch accumulations possible. Then on Wednesday will come winds in the 45 mph range and blowing snow and blizzards.. Come later Wednesday there may be a wintry mixture and light icing. The National Weather Service described the storm as “highly impactful with many facets.” Expect refinements in the forecast as the storm nears, the agency said.

Chancellor disturbed at Southeast wrong-doing
Dev\winder Malhotra, is pondering disciplinary action against the president of the system’s Winona-Red Wing community college and tech school. Marsha Danielson, president of State College Southeast, did not fare well in an audit and a personnel investigation. Investigators found misuse of a company car, taking free tickets to see Minnesota Wild hockey, and made unwanted and specious racial and ethnic allusions.

Officer witnesses car roll; driver dead
CIRCLE PINES, Minn. – The usual measure of police efficiency is response time. In a fatal car crash is this north St. Paul suburb, the time was zero. A police officer in the Circle Pines police station parking lot saw it happen. The vehicle crashed into a snowbank and rolled. The driver, whose name was not released immediately by Anoka County Sheriff Brad Wise, died in the wreckage. This was about 2:40 a.m.
Ex-Vikings owner McCombs dies at 95
SAN ANTONIO, Texas – The Texas billionaire owner of the Minnesota Vikings for seven years, Red McCombs, died at age 95. McCombs bought the Vikings franchise in 1998. That season the Vikings went 15-1 before losing the NFC conference championship to the Atlanta Falcons. McCombs sold the Vikings to the Wilf family in 2005. He also owned the San Antonio Spurs and Denver Nuggets at various times. McCombs made his fortune dealing cars and investing in oil and radio, He donated heavily to Donald Trump’s presidential campaigns and also to right-wing U.S. Senator Ted Cruz of Texas.
