RED WING, Minn. — State Senator Mike Goggin, R-Red Wing, has a $220,000 funding bill in the Legislature for swimming lessons and more lifeguards. The money would go to cities, counties, recreation programs, and nonprofit organizations. Goggin noted that Minnesota has had 25 drownings so far this year. Many public and private pools have are struggling to find trained lifeguards to staff their venues and have had to cut back hours of operation, he said.
