WINONA, Minn. – City Manager Chad Ubl sees a city tax increase for 2023. Ubl said he’s still working in details to propose to the City Council on August 29. Any tax increase, he said, would go toward rising  operational costs. At this point, he said, it’s unlikely his recommendations will restore eight positions cut from this year’s budget. Also, he said, some already vacant positions may be left open.
