WINONA, Minn. – Winona County’s pandemic tally broke the 400 mark with 37 new cases — the second highest in a single day. The state Department of Health placed the new total at 427. Last week the county broke the 300 mark. Why the spikes? The first wave of college students returning for fall classes. Winona State, Saint Mary’s and Minnesota State Southeast all have had positive cases.
