MADISON, Wis. — Gov. Tony Evers said Monday that most nonessential retail stores will be permitted to reopen —  as long as no more than five customers are in the store. Another proviso: Only stand-alone stores and strip mall stores with outside entrances are covered. In other words: No large indoor malls. Also excluded: hair-dressers, nail salons, barbers. Bars and restaurants will remain limited to pick-up or delivery. It was estimated the relaxation will revive about 90,000 jobs in 14,000 businesses.
