WINONA, Minn. –A Winona man was arrested for drunken driving on State Highway 43 two miles south of town toward Wilson. Deputies said that Marcus Jason Wangen, 29, refused testing for his blood-alcohol content. He was charged on the basis of physical signs of impairment: Red watery eyes, balance issues, and also failing roadside sobriety tests. This was about 8:20 p.m.
