WINONA, Minn. – The City Council unanimously approved a fundraising project for the Willows disc golf course on East Lake. The Winona Community Foundation had asked permission to sell hole sponsorships, each at $1,500. The course opened in 2003 but has slipped into disrepair. Tee pads are cracked and crooked, baskets worn down, and signage missing.
