WINONA, Minn. – A Minnesota City woman, Magdalene Marilyn Kemp, 20, was arrested and referred for drunken driving. Police said that Kemp had been pulled over for speeding and failing to maintain her lane near Fleet Farm on the Far East End about 2:20 a.m. At jail, police said, Kemp breath-tested for blood alcohol at .13%, more than 1-1/2 times the legal max.
