MADISON, Wis. — There will be no criminal charges against a United Airlines passenger who triggered an emergency landing in Madison out of concern he was a hijacker. The FBI said the 75-year-old man was confused and suffering a mental health crisis. His family, in Minnesota, was advised of the FBI’s decision and was on the way to Madison to take him home.
