WINONA, Minn. — Somebody rang up $7,000 in unauthorized purchases on a debit that had been lost — or stolen — within the past week. The purchases were at establishments in Rochester. The usual police procedure includes viewing check-out counter surveillance video where unauthorized purchases have been made. The card-holded advised Winona police of the loss about 9:40 a.m.
