ELBA, Minn. – An Elba woman, Chelsea Elizabeth Oevering, 32, was arrested after a complaint that she had violated a harassment restraining order. Oevering had gone to a residence from which a judge had barred her, the complainant said. The arrest was about 6:30 p.m.
