WINONA, Minn. – Police recommended criminal charges against a Winonan, Damarlo Marcelle West, 27, for the theft of television sets from Walmart. Police said the store discovered that a security wire on a floor-model had been cut about 8:30 a.m. Then, police said, it was discovered that two other televisions had been stolen from Walmart using the same technique a couple of days earlier.
