WINONA, Minn. – Deputies arrested Seng Vang, 67, of Camp Douglas, Wisconsin, after a a one-vehicle accident and referred him for drunken driving. The arrest was about 1:45 p.m. up Gilmore Valley near Gilmore Ridge Road.
