WINONA, Minn. — An Iowa man, whom police said admitted being confused after at least one police stop, was arrested about 11:30 p.m. The arrest punctuated a chase that began when a sheriff’s deputy gave chase to a car at 95 mph on Highway 61 near the Black Horse restaurant and volleyball court. The car pulled over two miles later in front of the Target retail megastore on Mankato Avenue – then sped off. The deputy chased the car but terminated the pursuit after a few blocks. Then city police spotted the vehicle a few blocks away in the middle of the street with Timothy Richard Bollenbaugh standing there. Bollenbaugh explained, police said, that he had been experiencing issues. He said, however, that he remembered being  stopped on I-90 by the state patrol earlier in the evening. He said he was allowed to leave the incident but ended up getting lost on Highway 61 near Winona, which veers off from I-90 20 miles downriver from Winona at Dresbach. What about being stopped by near Target just moments earlier? According to police, Bollenbaugh said he had no memory. Police decided to take him to jail. Bollenbaugh, 50, from West Des Moines, was 250 miles from home.
