WINONA, Minn. – A Winona woman, Jacqueline Krueger, 23, was arrested and referred for driving while intoxicated downtown near Fifth and Washington streets. Krueger was pulled over for having expired registration. Police checked Krueger’s blood-alcohol: .14%, close to double the permissible .08%.
