HOMER, Minn. – A deputy stopped a Winona man, Armand Paul Riska, 38, on Highway 61 near Black Horse Road and referred him for drunken driving. Riska’s breath-alcohol content was .14%, almost double the allowable limit, the deputy said. The arrest was about 10:20 p.m.
