WINONA, Minn. – A Winona man, Joseph Michael Costello, 18, was cited for failing to yield after he struck a vehicle on Riverview Drive near Prairie Island Road. Costello told police that he thought all traffic had passed and turned onto the road — but another vehicle was approaching from the east. No injuries were reported. The accident was about 5:40 p.m.
