ST. PAUL, Minn.— For the third time this year Gov. Tim Walz called the Legislature back for a special session, this time to extend his emergency authority by 30 days to deal with the state’s worsening coronavirus situation. The first special session dead-ended with no major legislation. The second resulted in a police reform law but failed to authorize state borrowing for job-creating construction and infrastructure projects. The third special session will begin Wednesday.
