WINONA, Minn. – the city Board of Adjustment, which polices architectural ordinances, voted to allow fewer windows in the new county jail than the rules specify. Aesthetic zoning rules specify that 60% of downtown building walls be windows. The county asked for 20%, citing jail security issues. County Administrator Ken Fritz more windows could cost an extra $200,000 to the $25million jail project. The Board voted for 40% as a compromise.
