ROCHESTER, Minn. – An autopsy confirmed that it was Todd Lorne Banks Jr., 28, of Rochester, who was shot and killed playing dice outside a parking ramp Sunday near St. Marys hospital. Meanwhile, a second man, also 28, remained in critical stable condition at the hospital. On the sidewalk where the shooting occurred, family and well-wishers have chalked loving messages and stacked flowers The shooting was Sunday about 2:30 a.m.
