WINONA, Minn. — Deputies arrested a Red Wing driver after spotting him driving without headlights near Harriet and Mark streets on the West Side. The arrest was about 3:10 a.m. Pending blood tests, Timothy Michael Petersen, 21, likely will face a charge of driving while intoxicated, police said.
