WINONA, Minn. — Deputies arrested a Blaine man, Bailey Richard Ratliff, 24, and recommended prosecution for drunken driving. Deputies had pulled Ratliff over for weaving over the center line and fog lines on Gilmore Avenue near Garfield Street on the West End. A breath test measured his blood-alcohol content at 0.17%, deputies said. The threshold for drunken driving is .08%. The arrest was about 1:30 a.m.
