DULUTH, Minn. – Governor Tim Walz announced plans to “massively expand” Covid testing capacity statewide. Details will be forthcoming, Walz said in visiting a Duluth testing site. He did say, however, that there will be new incentives to vaccinate teenagers. The incentives then will expand to 5- to 11-year-olds when they’re approved for shots, he said.
