WINONA, Minn. — A Winona man, Casey James Fautsch, 22, was arrested on a report of attempted strangulation in a domestic dispute. The victim, according to the report, was held in a chair and her phone taken. The arrest was about 10:40 p.m. in the the 400 residential block of East Fifth Street. Charges of domestic assault by strangulation and domestic assault causing harm were recommended to the county prosecutor.
