WINONA Minn. – The Winona City Council voted unanimously for City Hall veteran Chad Ubl to be the  next city manager.  The vote followed a public interview at which Ubl was the only candidate. Ubl has been acting city manager since October, following the sudden and never well-explained departure of Steve Sarvi after a budget squabble with the Council.  Ubl was assistant city manager under Sarvi and before then the city parks director. It’s not entirely a done deal. Contract details remain to be worked out, including salary. Such a position, as the Council’s chef executive to run the city government, generally in the range f $130,000 to $150,000.
