WINONA, Minn. – The new Winona police chief, Paul Bostrack, was sworn in to replace Frank Pomeroy, who is retiring. Bostrack, 42, spoke of getting an itch for police work when he was growing up in Root River village of Whalen, where his father was a constable. Bostrack graduated from Alexandria Technical College and holds a degree from Winona State University and a master’s from Saint Cloud State. He has been on the Winona force 18 years. At the swearing-in ceremony, Bostrack said he will look for innovations to deal with budget cuts, including efficiencies from technology. Pomeroy has been on the police force for 34 years, in the 22 years of them as chief.
